Effective February 1, 2009 the Minnesota Pollution Control Agency (MPCA) has changed its application requirements for both the Voluntary Investigation and Cleanup (VIC) program and the Petroleum Brownfields program.
In the past, different application forms were submitted to the VIC and Petroleum Brownfields programs. MPCA has recently created a single application form which can be used for either program. All applications to either program must be made using the new application format beginning February 1, 2009.
The Petroleum Brownfields program works with a "responsible party" to address releases of petroleum-related contaminants, often from leaking underground storage tanks (LUST). The VIC program works with a "responsible party" to address releases of non-petroleum contaminants.
