MPCA No Exposure Certification - MPCA Industrial Permit

One alternative available to facilities required to obtain a permit to discharge stormwater in Minnesota is the "No Exposure Certification". Under this alternative, facilities take required actions to eliminate the exposure of equipment, activities, materials, etc. to rainfall or stormwater runoff. Many, if not most, facilities that ultimately meet these requirements need to made at least some modifications to the site or their practices to meet all the requirements.

To qualify for No Exposure, all significant industrial materials and activities must be protected from rain, snow, snowmelt, and run-off through the use of a storm resistant shelter. A storm resistant shelter is a completely roofed and walled building or structure; it could also include structures with only a top cover but no side coverings, as long as materials underneath can not come in contact with stormwater.

Industrial materials and activities include material or equipment handling; machinery; raw materials; by-products; intermediate or final products; and waste products. Handling activities that can not be exposed to rainfall include storage, loading and unloading, transportation of materials, products or wastes.
