SIP For Carbon Monoxide In Twin Cities Metro Area

The MPCA has proposed to amend its State Implementation Plan (SIP) for carbon monoxide in the Twin Cities area. The purpose of this SIP revision is to fulfill the requirement for a second maintenance plan and demonstrate that the Twin Cities has and will continue to maintain compliance with air quality standards for carbon monoxide.

The Clean Air Act requires States to prepare and submit to the US EPA SIP, which is the Minnesota plan to attain and maintain the National Ambient Air Quality Standards (NAAQS). Minnesota has a SIP addressing the NAAQS for carbon monoxide in the Twin Cities area. The Twin Cities was previously in nonattainment with the NAAQS for carbon monoxide, primarily due to emissions from motor vehicle traffic. Minnesota submitted a SIP revision in 1998 demonstrating attainment and showing that attainment would be maintained in the area for ten years, and was redesignated to attainment in November 1999. Under Section 175A of the Act, states must submit a second maintenance plan eight years after redesignation in order to demonstrate that the NAAQS will continue to be maintained for an additional ten years.

The MPCA will hold a public information meeting about the proposed SIP revision only
if one is requested during the public comment period.
