SPCC Spill Plan Requirements in Minnesota

What are requirements for SPCC or Spill Plans in Minnesota?

Unfortunately there is not a simple answer to this question, because spill prevention and response is regulated by both the Minnesota Pollution Control Agency and the US EPA through a number of State and Federal rules. Determining which and how these rules apply requires detailed information on the nature of the operations, types and amounts of materials used or stored, and proximity to nearby lakes, rivers or wetlands, etc.

In Minnesota, spill prevention and response requirements apply to more than oils regulated under the Federal SPCC Rules.

In addition, certain types of facilities can be required to prepare spill prevention and response procedures, if not required to prepare a formal spill plan.
