MPCA Reports Compliance With Industrial Stormwater Monitoring Requirements Remain Low

In November 2011, the Minnesota Pollution Control Agency (MPCA) announced that compliance rates for permitees covered under the Industrial Multisector General Permit for stormwater discharges were generally low.

In March 2012, MPCA updated they information on tracking of compliance with the general permit reporting requirements. Under the Industrial Multisector General Permit, all permitees are required to collect samples of their stormwater discharge on a quarter basis (one sample from each outfall during each calendar quarter). These samples are then send to a laboratory for analysis. The list of chemicals that must be tested for will depend on the industrial sector(s) the facility falls into.

MPCA is now reporting that almost one-third of permitees that are required to sample stormwater and submit a Storm Water Monitoring Report Summary had not submited their reports. In November 2011, about half of permitted facilities had not submitted their stormwater monitoring data.
